According to international media, the UN General Assembly (UNGA) suspended Russia from the Human Rights Council after allegations that Russian troops had committed systematic human rights violations in Ukraine. There were 93 votes in favor of the US resolution against Russia while 24 countries voted against it. Pakistan and India were among the 58 nationals that declined.

South Asian countries Bangladesh, Bhutan, Nepal and Sri Lanka also abstained, although the Biden administration sent its senior ambassador to those countries before the vote to persuade them to support the move. India took part in the debate, acknowledging that "the human rights situation in Ukraine has deteriorated" but decided not to vote, while Pakistan did not take part in the debate.

In the Middle East, Iran voted against the resolution, while Saudi Arabia abstained, reflecting recent tensions in its relations with Washington, as well as Egypt, Iraq, Oman, Qatar and the United Arab Emirates. Abstained from voting. The resolution, proposed by the United States, required a two-thirds majority to pass, and it easily reached that goal, 93 votes to 24 because absenteeism does not count.
